He Peirong, courtesy name Yunshan, was born in Hubei. In 1906, he graduated from the Japanese Army Non-commissioned Officer Academy. After returning to China, he served as an instructor of Baoding Military Academy and an officer of Beiyang Second Township. In 1912, he successively served as the Chief of Staff of the Second Division and the Chief of Staff of the Hubei Warlord Army. He was awarded the Army General Street. In 1919, he became the governor of Hubei Province. After the outbreak of the Anti-Japanese War in July 1937, he served as the chairman of the Wuhan Senate and the chairman of the Wuhan Political Affairs Committee. In October 1938, He Peita defected to Japan, became a traitor, and became the pseudo-governor of Hubei.
