Wang Tianbin, with the courtesy name as Onpu, was born in Fengtianfu Xinmin, Fengtian Province. Politician of the Republic of China, a genius of the late Qing dynasty. He successively served as Governor-General of the Three Eastern Provinces Emon Wen'an, Director of the Opium Tax Collection Bureau, Zhili Province Chengde Prefecture, and Mukden Province Chaoyang Prefecture. In 1916, after the establishment of the Republic of China, he became a staff member of the Fengtian faction Zhang Zuolin, and successively held the post of Qinggou Director of the Mukden Ministry and High Advisor of the Mukden Provincial Office. In 1918 (7th year of the Republic of China), he was summoned by the central government of Beijing and served as an advisor to the Presidential Office under President Xu Shichang.
