Luo Ping'an was born in Xi'an, Shaanxi Province in April 1945, and from Huangpi, Hubei Province. Chinese Communist Party member and painter. He is good at Chinese painting. In 1966, he graduated from the Xi'an Academy of Fine Arts Secondary School, and then studied under fāng jì zhòng. He was 1981 Deputy Chief of the Creation Laboratory of Shaanxi National Painting Academy, Secretary of Shaanxi Provincial Artists Association, Deputy Director of Cultural Affairs Bureau of Yulin District, Shaanxi Province, Member of China Artists Association, Visiting Professor of Xi'an Academy of Fine Arts, Executive Director of Xi'an Artists Association, Art Committee A member of the committee, a national first-class artist, and a painter at the China Academy of Shaanxi Province. He also received the title of "Outstanding Expert" from the State Council. His representative works include "Xue Xue", "Fanchuan May", and "Plateauer Autumn", and "Winter Rhyme", "Remains", and "Plateau Dynamism" are preserved in the National Museum of China.
